An effective recruitment and selection policy is necessary to fulfils the requirements of an organisation.
There are different types of recruitments which are based on need, from time to time.
What is Direct Recruitment?
Any recruitment which is open to all candidates, who are eligible as per the provisions regarding age, educational qualification/ experience, etc., as prescribed in recruitment rules of any organisation is known as Direct Recruitment.
Thus, direct recruitment is a process that incorporates selection and enrolment of highly qualified personnel. Basically, this is used for starting some new projects where the responsibility of employees have to meet a defined high level of qualifications.
Some important points of this process are here:
- Define potential candidates and contact them;
- Process of negotiations;
- Select one of the best candidate.
The major difference between the normal and direct recruitment is that, in this process, the active part is the employer.
What is Deputation?
In general, deputation is a method of recruitment where officers of Central Government Departments or State/ UT Governments from outside, are appointed to post(s) in Central Government for a limited period, by the end of which they will have to return to their original cadres.
Hence, deputation is a type of recruitment in which officers or employees of the Central Government, State Government or Union Territories are appointed to the posts for a specified period. After the ending of that period, the employees must have to go back to their previous positions at the parent company or body.
As a conclusion, we can say that when an officer is appointed from outside the cadre for a limited period and by the end of which, he will have to revert to his parent cadre, he is known to be on deputation.
What is Absorption?
According to the provisions of absorption, the officer, who initially recruits on deputation, may be permanently absorbed in the post if recruitment rules prescribe for absorption as mode of recruitment. Such absorption can be effected only in the case of officers who are on deputation from the Central / State Government.
It may be noted down here, that absorption and deputation are not the same. There is a substantial difference between absorption and deputation.
Thus, when an officer working outside the cadre or outside the promotion is regularly absorbed in the post then the post is treated as filled by the method of absorption.
