Yes, the private universities are regulated under UGC(Establishment and Maintenance of Standards in Private Universities) Regulations, 2003.
These universities have the authority to issue degrees as defined by the UGC under Section 22 of the UGC Act, with the consent of the statutory councils, through their main campus, wherever required. Where the permission of the statutory council is not necessary before beginning a programme, universities must adhere to the statutory council’s minimal academic and physical infrastructure standards.
It is also stated that private universities are unable to affiliate with a college or institution. They are unable to build off-campus center(s) outside of the involved State’s territorial authority. They can, however, establish off-campus center(s) inside the concerned State after five years of operation and with the University Grants Commission’s prior clearance. So yet, the UGC has not approved any private university’s off-campus center(s).
