You just join where you are getting posted under both. Which one is nearest.
Then if you want an office job, go with MTS otherwise group D. Both have some pros and cons. Under railway, you will get some additional benefits of being a railway employee.
In both the Jobs, the salary is almost the same.
SSC MTS: 18000 to 22000/- in hand and the salary of Group D is approx the same.
In MTS(Multi-tasking staff) There are posts like peon, gardener, etc.
And in RRB Group D the posts are - Assistant Workshop, Assistant C&W, Assistant Loco Shed(Diesel), Assistant Loco Shed(Electrical), Assistant Depots(Store), Assistant Operations(Electrical), Assistant Pointsman (Traffic), and some more.
