I have read that by offering complete financial support, the Scheme aims to recognise and promote quality education among SC students. SC students would be covered under the scheme if they wish to continue their education beyond the 12th grade.
From FY 2021-22 to FY 2025-26, the Scheme shall be implemented in all institutions that have been notified by the Ministry of Social Justice and Empowerment.
I have a another good thing to tell you, once awarded, the scholarship will be continued until the student has completed the course and has shown satisfactory performance.

SC students who are accepted into the notified institutions will be given a scholarship to cover
i) Full tuition fees and non-refundable charges (a ceiling of Rs. 2.00 lakh per student per year for private sector institutions and Rs. 3.72 lakhs per student for private sector flying clubs for Commercial Pilot Training and Type Rating Courses)
(ii) An academic allowance of Rs. 86,000 in the first year of study and Rs. 41,000 in future years to cover living expenses, books and stationery, and a reputable brand computer/laptop with equipment such as a UPS and printer, among other things.

HrithikRao As I have read, the eligibility are:
    a) SC students who have secured admission in a full-time prescribed course in any of the notified institutions according to the general selection criteria prescribed by the concerned institution will be eligible for scholarship under the Scheme to the extent of the number of scholarships (slots) allocated to the institution for the course.
    b) If the institution discovers that the number of eligible candidates in the first year is less than the number of slots allotted to it, the remaining slots may be offered to eligible students in the second, third, and fourth years, etc. on the basis of inter-se merit of the previous year’s results, with priority given to those who have the most years left to complete their respective course, i.e. second year students will be given priority over third year students, and so on.
c)Thirty percent (30%) of the Institution’s spots will be reserved for eligible SC female students based on their inter-se excellence. If there aren’t enough girl students, the places may be given to eligible boy students based on their inter-se merit.
    d) However, those lady students who are selected on the basis of their performance in the Institution’s total merit list of SC students will not be included in the 30% slots specified above.
    e) More than two siblings in a family will not be eligible for the Scheme’s benefits. The students will sign an affidavit at the institution certifying that they are not the family’s third sibling who is receiving benefits under the Scheme.
