Nowadays, under the UGC 2018 regulations, a Ph.D. is mandatory for appointment and promotions in many posts, especially for higher levels (Associate Professor, Professor).
This is why you’ll find that most teachers in government colleges hold Ph.D. degrees, and many also have research publications, post-doctoral work, or international exposure.
